Geography & Supply Chains

Critical minerals have two geographies, and most confusion about them comes from treating these as one. The first is geological: where the minerals occur, put there by processes indifferent to borders, ports and policy. The second is industrial: where the minerals are turned into something a manufacturer can use. This pillar holds both maps at once, along with everything that runs between them.

That is the argument for the grouping, and it is not an abstract one. A country can mine a mineral it cannot process, and a country with no deposits at all can hold the step on which every user of that mineral depends. Concentration in the ground is common and rarely decisive; concentration in the middle of the chain is rarer and almost always decisive, because a separation plant takes years and a great deal of capital to replicate, while a new mine at least has alternatives elsewhere. Supply chain risk is what the gap between the two maps looks like when something interrupts it — and the interruption is more often a rule, a port, or a permit than a shortage of rock.

For this mineral set the mismatch is unusually stark. Heavy-mineral deposits occur on coastlines and ancient shorelines across many countries, but the plants that separate rare earths, produce titanium metal or split hafnium from zirconium sit in very few places, and the routes between them cross jurisdictions that have begun to take an interest in what moves along them.

The subjects here are locational: countries as the unit in which policy and data arrive, mining regions as the unit geology actually uses, individual projects, the processing centres that hold the midstream, the logistics and export routes that connect them, and the points at which that connection can fail.
